IceHook Systems is a telecommunications software company based in Brooklyn, NY. We build the carrier-grade infrastructure that voice providers depend on to route calls, detect fraud, retain records, and make operational decisions in real time.

Four products define the core of what we build. Scout is our robocall detection and phone number intelligence API. RouteNGN is a real-time SIP call control and least cost routing engine built for carrier interconnection. Slinger handles CDR storage, analytics, and distribution at carrier scale. FireRTC is a VoIP communications platform for building and managing modern voice services.

Via these products, IceHook has worked with some of the leading carriers in North America to help process and analyze over 1 trillion voice minutes. The understanding we bring to RMD Wizard comes from building that infrastructure. We know how calls route, how robocalls propagate through interconnected networks, and how carriers identify and mitigate bad traffic. That context predates this product by years.

Scout gives carriers real-time intelligence on the numbers moving through their networks. Robocall risk scoring, carrier attribution, and number portability data. That work put us at the intersection of telecom operations and regulatory compliance years before the FCC formalized the Robocall Mitigation Database.

Call Routing and Interconnection

RouteNGN handles real-time SIP call control decisions across complex carrier interconnection topologies. We understand how traffic flows between providers, how routing decisions are made under load, and where the technical realities of voice networks meet regulatory requirements.

CDR Analytics

Slinger stores, searches, and distributes call detail records at carrier scale. Traffic pattern analysis, trend detection, and operational reporting give operators visibility into what moves through their network. That same data underpins meaningful robocall mitigation.

FCC Regulatory Compliance

Enforcement patterns, filing requirements, regulatory change tracking. We monitor what the FCC actually acts on, not just what they publish. That enforcement intelligence is the foundation of every RMD Compliance Audit we deliver.

Building toward accountable networks.

Telephone networks work when every participant in the call chain earns the trust they claim. We are building toward a future where compliance is computable, interconnect trust is verifiable, and providers at every tier can demonstrate their posture rather than just certify it.

Every provider deserves clarity.

The complexity of FCC compliance language should not be a barrier. Providers that operate in good faith should be able to understand exactly where their filing stands, regardless of whether they can afford outside counsel.

Filings should reflect reality.

The gap between what providers certify and what they implement is a problem for the entire industry. A network where RMD filings accurately describe actual mitigation practices is a more trustworthy network for everyone on it.

Trust should be computable.

Interconnect decisions today are made on incomplete information. Counterparty risk should not be unknowable. Providers should be able to assess the compliance posture of who they do business with before a blocking order forces the decision.

Compliance moves upstream.

The RMD database was designed to create accountability across the full call chain. As that regulatory intent matures, compliance will shift from annual filings to continuous verification. RMD Wizard is the first step toward that future.

Why We Built RMD Wizard

The phone network deserves better.

Spam calls destroy trust in the telephone network itself. People stop answering. Legitimate calls go unreturned. Emergency contacts fail. Healthcare providers cannot reach patients. Small businesses lose customers who have learned to screen every unknown number. The erosion of telephone trust is a real cost, paid in small pieces by everyone who depends on a phone to function.

The FCC's Robocall Mitigation Database is part of the regulatory response to that erosion. When it works -- when providers file accurately and implement what they certify -- the call chain becomes accountable. Bad actors can be traced. Legitimate traffic can be distinguished from fraudulent traffic. The network gets better for everyone on it.

It only works if the filings are real.

We built RMD Wizard because we have spent sixteen years inside these networks, and we know the difference between a filing that describes compliance and one that demonstrates it. We wanted to put that expertise within reach of every provider who cares enough to look -- not just the ones with a legal budget that allows for it.

A more defensible filing is a more honest one. More honest filings mean a more accountable network. We think that matters.
